The committee holds hearings on the president's annual budget request to Congress and drafts the annual Congressional Budget Resolution, which sets overall spending guidelines for Congress as it develops the annual federal appropriations bills.

The Committee on Ways and Means exercises sole jurisdiction over revenue-raising matters, and the Appropriations Committee exercises sole jurisdiction over discretionary spending.

The current Chair is Rhode Island Senator Sheldon Whitehouse, and the Ranking Member is Iowa Senator Chuck Grassley.

It was founded in 1981 by former United States Representatives Robert Giaimo (D-CT) and Henry Bellmon (R-OK), and its board of directors includes former Members of Congress and directors of the Office of Management and Budget, the Congressional Budget Office and the Federal Reserve.

Congress is under no obligation to adopt all or any of the President's budget and often makes significant changes. However, since the President must ultimately approve all future bills they propose, Congress is often reluctant to completely ignore the priorities of the President's budget.

The House and Senate create their own budget resolutions, which must be negotiated and merged. Both houses must pass a single version of each funding bill. Congress sends the approved funding bills to the president to sign or veto.
