Let Us Pause To Honor the Memory of
Mr. Troy David "Obbie" Morgan

Troy David “Obbie” Morgan, age 59 of Madison, Indiana, passed away June 6, 2023. He was born February 11, 1964, in Madison, Indiana, to George Morgan and Catherine “Kay” Keith Morgan Bentley. On October 31, 1996, Troy was united in marriage to Lisa Mae Dattilo in Madison, Indiana.

Troy graduated in 1982 from Madison Consolidated High School. He worked with his father at Gans Funeral Home which ultimately led to lasting friendships with Rodney Nay and Josh Webb. Troy would later go on to establish the EMS service at King’s Daughters’ Hospital and serve as the director for 20 years. He was elected to two terms as the Jefferson County Coroner. He worked for the Indiana Department of Homeland Security as an EMS District Manager and Clinical Analyst at King’s Daughters’ Health. He was the Fourth District Madison City Councilman for a year and a half and vacated his seat so that he could fulfill his passion for serving his community in the EMA role. Troy worked the past 6 years as the Director of the Jefferson County Emergency Management Agency. In this position, he worked diligently to protect the safety of the community. Two of his proudest achievements in this position were the completion of the new Jefferson County Public Safety Center in July of 2021 and established the EMA Logistics Building in Hanover earlier this year. Most recently, he was invited to submit his application to become a member of the FEMA National Advisory Council.

He was a member of the Indiana District 9 Emergency Management Coalition, Jefferson County Local Emergency Planning Committee, Indiana Vocational Technical College Paramedic Science Program Advisory Board, City of Madison Board of Public Works & Safety, Friends of the Madison Jefferson County Public Library, Indiana Volunteer Fireman’s Association, Indiana State Coroner’s Association, International Diving Educators Association, Association of Indiana Counties, Association of Indiana Municipalities, Indiana Trauma System Advisory Task Force, Knights of Columbus, Prince of Peace Catholic Church, and served on the Hebron Cemetery Board. Troy previously volunteered with Big Brothers Big Sisters of Jefferson County, served as the past president of the Friends of the Library Board of Directors, was a member of the Friends of Shawe and Pope John Schools, and a firefighter with the North Madison Volunteer Fire Company 5. One of the biggest accomplishments of his youth was being named the Boy’s Club “Boy of the Year” in 1976.

Troy enjoyed reading, shooting, collecting J. Franklin Brown steamboat prints, vintage fire trucks and trains, and coins, watching the Big Bang Theory, listening to rock and roll music, and cheering on the Indiana Hoosiers and Patrick Mahomes and the Kansas City Chiefs. Troy loved his four-legged family and supported any animal in need. More than anything though, Troy loved his family. Nothing gave him more joy than spending time with his loved ones; he was very excited and proud of his recent promotion to Grandpa Ob, or ‘Gob.’

Troy will be remembered for his calm and patient demeanor, his infectious laugh, his dedicated work ethic, effective leadership, and an amazing sense of humor. While Troy’s career led him to meet many throughout the Jefferson County community, he will most be remembered for his kindness, selflessness, and generosity. Troy died on Tuesday, June 6, 2023 at Norton Audubon Hospital in Louisville, Kentucky with his loving wife at his side.
